Statement by the President on S.475





Today I have signed into law S. 475, the "Military Spouses Residency Relief Act". This Act, among other things, would provide that when a service member leaves his or her home State in accord with military or naval orders, the service member's spouse may retain residency in his or her home State for voting and tax purposes, after relocating from that State to accompany the service member.





When the military orders service members to move, spouses who move with them often have to pay taxes in a new State or locality and lose the right to vote in the place considered to be home. This legislation will alleviate these and other burdens on our military families. As the Congress has recognized, and as the legislative history reflects, this legislation is an important means of maintaining the morale and readiness of our Armed Forces and significantly enhances the ability of our military to effectively recruit and retain these highly valued service personnel.

Army to Launch HooahMail for Fast Correspondence with Soldiers in Afghanistan

The Army is introducing a new way for Families and friends to communicate with their loved ones who are deployed in support of Operation Enduring Freedom (OEF). Beginning 1 December 2009 the Army will launch "HooahMail" as a pilot program for fast, easy, secure, letter-style correspondence to OEF deployed Soldiers. Based on a proven system used by the Marine Corps since 2003, HooahMail brings another method to keep in touch with military members in Afghanistan. From Stateside, HooahMail offers a computer based process which will generate a printed, sealed, letter-style document for direct delivery to forward operating bases throughout the OEF area of operations. This one-way system will allow secure download capabilities at selected OEF remote sites. These letters will then be printed on special equipment which will print, fold, seal and address the envelope for free delivery to OEF Soldiers. HooahMail will be distributed just like regular mail through unit mail-rooms. At sites which don't get daily postal mail service, HooahMail will offer a free, convenient way to communicate. This method could reduce delivery time in some cases from 14+ days to remote locations to same/next day service, with an average 4 days to all other locations in Afghanistan. HooahMail will augment traditional postal letter mail service. Funded by Department of the Army, and supported by the current postal command structure, HooahMail offers a new and exciting way to strengthen communications to our OEF Soldiers. eArmy Family Messaging Emails

vFRG Family,

As you know, the eArmy Family Messaging System is the latest feature to the overall vFRG System. It allows Commanders and/or Site Administrators to deliver messages through multiple devices such as phone, cell, text, PDA, and fax. Yesterday, a system notification was sent to inform all users requesting all to update their profiles.

We've had a very high number of individuals to update their profiles successfully. However, our customer service team has received several questions regarding the authenticity of the notices. Please inform those with questions that the system is configured to "automatically" send email requests to all members to update their profiles to maintain membership accuracy.

In the future, we will post a notification in the "Announcements" section on the homepage of the vFRG System and inform unit leadership prior to the system check.
New Checkbox in Page Builder to Require Login

You may have noticed a new checkbox in the Page Builder section when you are building pages: "Require the User to Log In?" As part of our security measures to keep your site's information private, this checkbox will make sure that the page you create cannot be seen except by those who are logged into the site. We have gone through and turned this checkbox on for all pages currently in the system, but you will want to make sure to check it when you create new pages.

Center for Army Lessons Learned (CALL)

Visit the Center for Army Lessons Learned (CALL) which collects and analyzes data from a variety of current and historical sources, including Army operations and training events, and produces lessons for military commanders, staff, and students. CALL disseminates these lessons and other related research materials through a variety of print and electronic media, including their web site.
Information Regarding Army FRG's System Security

The three web systems supporting the U.S. Army Family Morale Welfare and Recreation Command (including the ACS Staff, MyArmyLifeToo and Virtual Family Readiness Group web systems), have been through extensive security and threat vulnerability testing to protect the users and information. FMWRC received an Authority to Operate (ATO) for all of these web systems in compliance with the Department of Defense (DoD) Information Technology Security Certification and Accreditation Process (DITSCAP). The full three year ATO was granted in FY05 and is scheduled for another review and conversion to the Defense Information Assurance Certification Accreditation Process (DIACAP) in FY08.

This handbook represents the caring work of spouses of students of the U.S. Army War College (USAWC) Class of 2005 and was recently updated by the USAWC student spouses of the Class of 2007.

It is designed to help Families learn about the military and better understand the Soldier's mission. The Soldier, the spouse, and the Family work together as a team. This guidebook provides a well researched, well written, and well organized view to move that team forward.

Military Spouses have always been a cornerstone of support for Soldiers and their Families. Family readiness for Soldiers and their Families depends on education and support programs that promote self reliance and enhances individual and Family wellbeing.

We are confident this book will be a useful and valued resource for you in addressing the many challenges the face today's military leaders, our Soldiers, and their Families.

Post Traumatic Stress Disorder Video Available!

An online video file of the Post Traumatic Stress Disorder/Mild Traumatic Brain Injury (PTSD/MTBI) Chain Teaching Program is being made available to Family Readiness Group (FRG) Leaders. This version is tailored for unit leaders to present at FRG meetings to help familiarize Family Members with signs and symptoms of PTSD/MTBI, and for further use by Family Readiness Groups to educate and inform spouses and Family Members.

Families are key: they are often the first ones to detect a change in the behavior of their Soldier. This video will help them identify symptoms and tell them where they can go to seek help.

Setup a new ArmyFRG site with ease!

We are pleased to announce the release of a new, automated way to create an FRG Unit site for your FRG. The FRG Unit Setup Tool allows you to request an FRG site and then upload content specific to your FRG.

To utilize this tool, click on the 'Request a Site' link located on the left navigation bar of the homepage. After completely filling in the information requested, press the 'Submit Request' button at the bottom of the screen.

Your request will be sent to FMWRC headquarters where they will approve your site in no more than 3 business days. Once approved, you will be notified to begin uploading content for your site for submission for release.

The ArmyFRG support team will take your content and create your site within 3 business days of final submission. Once released, you will be able to update pages and content on your site to suit the needs of your unit.
